Sheikh Mohammed bin Rashid Al Maktoum issues Law No. (16) of 2023 to regulate urban planning in Dubai.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as the Ruler of Dubai and Vice President and Prime Minister of the UAE, has issued Law No. (16) of 2023 to regulate urban planning in Dubai.

The law aims to establish a comprehensive and efficient urban planning system that promotes investment, sustainable development, and prosperity while prioritizing community security and safety. It emphasizes improved governance and cooperation among relevant authorities to create a well-organized urban environment that meets citizens’ needs.

The Law also focuses on effective execution of plans, strategies, and policies in urban planning, monitoring their outcomes, and upholding principles of justice, equality, transparency, and accountability. Environmental preservation and responsible urban expansion are prioritized, along with the establishment of an impact assessment system.

The Law forms the ‘Supreme Committee for Urban Planning,’ responsible for defining urban planning policy and objectives in line with approved strategies. The existing committee continues its duties until re-formed, as per the law’s provisions. Dubai Municipality becomes the sole regulator of urban planning, coordinating with other entities overseeing special development zones if required.

The law prohibits any development without permits and necessitates compliance with applicable regulations. Any contradictory provisions in other legislation are annulled, while existing urban planning regulations remain valid. The Law will be published in the Official Gazette and becomes effective after 90 days from its issuance, allowing ample time for preparation and implementation.
