Federal Decree-Law No. 13 of 2022 Concerning Unemployment Insurance Scheme Effective Now

 

His Highness Mohamed Bin Zayed Al Nahyan, President of the United Arab Emirates promulgated Federal Decree-Law No. 13 of 2022 Concerning Unemployment Insurance Scheme.

The Decree-Law aims to provide the insured with income for a limited period during their unemployment until an alternative employment opportunity becomes available, with a vision to boost the competitiveness of Emirati cadres on the labor market, attract international talents, and enhance social security.

The scope of application includes all workers in the government and private sector with the exception of some categories including investors, domestic workers, temporary workers, juveniles, and pension-receiving retirees.

As for the eligibility requirements, the insured must meet a number of conditions such as having a minimum subscription period of (12) twelve consecutive months in the scheme, and not being dismissed for disciplinary reasons, among others.

During the period of compensation entitlement, the payment of compensation shall cease if a worker/employee is hired by another employer.

Monthly compensation of 60 percent of the contribution salary is provided for a period of three months from the date of unemployment up to a maximum of AED 20,000.

The UAE Cabinet shall issue the necessary decisions for the purposes of implementing the provisions of this decree-law.
